For a building owner, earthquake resilience is a decision about people, continuity and the remaining life of an asset. An existing school, factory or office needs an assessment of its actual condition before a strengthening product can be specified. Retrofit can offer an alternative to demolition; its cost, disruption and embodied-carbon implications must be compared for the individual building.

Government direction and progress

In January 2025, the Ministry of Public Works and PuSGen discussed seismic risk mapping, evaluation of existing buildings and further development of retrofit methods. This documents a technical policy direction; it does not establish that every owner has a funded retrofit programme.

The business decision

Owners, engineering consultants and contractors are different decision-makers. A supplier needs to establish who commissions the assessment, accepts the design, procures the materials and carries installation responsibility. Laboratory or full-scale testing may be needed to demonstrate local suitability.

The people using the solution

Occupants experience the consequences of both damage and construction disruption. A workable proposal considers access, temporary relocation and continuity of schooling, healthcare or employment, alongside structural performance.

Questions a useful project should resolve

  • Which assets need intervention first, and on what evidence?
  • What local testing and engineering review will establish suitability?
  • Can strengthening extend service life with acceptable disruption?

These are opportunities to investigate, not confirmed market demand. A field study should test the customer, operating conditions and commercial assumptions.
